Governor Yusuf Signs KASIMA Bill to Restore Urban Order
Kano State Governor, Alhaji Abba Kabir Yusuf, has signed into law the bill establishing the Kano State Infrastructure Management Agency (KASIMA), aimed at restoring order and safety in the state’s urban spaces.
The signing was announced on Friday through a statement by the governor’s spokesperson, Sunusi Bature Dawakin Tofa.
The new agency comes following the passage of the Kano State Infrastructure Management Agency Law, 2025 (1446 A.H) by the State House of Assembly. It is designed to regulate the installation of utility infrastructure such as electricity poles, underground cables, fiber optics, water and gas pipelines, and telecom masts across public areas in the state.
Speaking on the development, Governor Yusuf said the establishment of KASIMA is a major step toward bringing sanity back to Kano’s urban environment.
He noted that the unregulated and haphazard installation of utility structures had created safety risks, harmed the environment, and disrupted the city’s planning efforts.
“KASIMA will bring long-overdue order to the way utilities are installed in Kano. We can no longer allow the indiscriminate placement of poles, masts, and cables to threaten public safety and damage our urban image,” the governor said.
Under the new law, KASIMA will be tasked with regulating and supervising all utility infrastructure in public spaces. Its responsibilities include issuing permits and approvals, certifying safety compliance, monitoring emissions from telecom towers, encouraging infrastructure sharing among companies, and maintaining a centralized record of all utility installations.
The agency will also have the authority to recommend the removal of illegal or substandard facilities.
Governor Yusuf emphasized that while the government welcomes investment and development, it must happen in a structured and responsible manner.
“Our goal is to ensure that every utility installation is safe, properly planned, and serves the public interest,” he added.
