Gov. Yusuf Signs Two New Laws to Boost Irrigation, Water Management in Kano

Governor Abba Kabir Yusuf has signed two bills into law during the 28th Executive Council Meeting, aimed at supporting irrigation farming and water resource management in the state.
The laws include the Water Users Association Establishment Law, 2025, and an amendment to the WRECA Law, allowing the state government to appoint a Deputy Managing Director for the Water Resources Engineering and Construction Agency (WRECA).
According to a statement issued by Mustapha Muhammad, Chief Press Secretary to the Governor, the Water Users Association Law authorizes the state to undertake operations, maintenance, and construction of irrigation projects.
“With the passage of this bill into law, the Kano State Government can now commence the construction of a large-scale irrigation project at Jakara Dam,” the statement read. “This project has the capacity to provide 1,500 hectares for irrigation farming.”
The Commissioner of Water Resources, Hon. Haruna Doguwa, said the law will enable access to funds for the Jakara Dam Irrigation Project.
“This law will give us access to funds amounting to sixteen billion naira (₦16 billion) for the construction of the Jakara Dam Irrigation Project,” he said. “Thousands of farmers in Minjibir, Gabasawa, Gezawa, and surrounding areas will benefit directly.”
Doguwa also stated that the government plans to open a dedicated account and deposit five billion naira (₦5 billion) to support farmers engaged in off-season farming.
“No doubt, this major irrigation project will create more wealth, generate job opportunities, and increase agricultural produce in the state,” he added.
Governor Abba Kabir Yusuf has previously emphasized the importance of agriculture and infrastructure in his administration. The signing of these laws is part of that approach.
